The state flag of Virginia was adopted in 1776. The deep blue field contains the seal of Virginia and the motto “Sic Semper Tyrannis” or “Thus always to tyrants”. The two figures are acting out the motto and both are dressed as warriors. The woman virtue, represents Virginia. The man holding a scourge and chain is a tyrant and his crown has fallen nearby.
