This was the flag of the United States during the first half of the Civil War and was flown by the armies of the North throughout the conflict. It became the official flag of the United States until West Virginia rejoined the Union in 1863. The original flag flown during the attach on Fort Sumter with 33 stars was created in 1859 after the admission of Oregon into the USA.
